Anticipated Salary Range: $130,000 to $169,000 annually, commensurate with experience.

About the Role: 

Reporting to the President of the College, the Vice President of Administrative Services serves as Chief Financial Officer, is a member of the President’s Senior Council, and will provide strong leadership to the College in areas strategically aligned with the overall Mission and VisionThe Vice President has oversight of the following functional areas within the College:   

  • College Business Services which includes fiscal services, student business services, risk management, compliance, budget, accounting, reporting, procurement, contract and travel 
  • Facilities Management which includes planning, design, construction, maintenance, grounds and custodial 
  • A Comprehensive Human Resources department 
  • College police 
  • Auxiliary Services which includes cafeteria, coffee bar, bookstore, and mailroom 
  • Information Technology Services 

 

The successful candidate will drive organizational change, growth, and effectiveness and ensure the institution’s current and future financial strength and sustainability; be an active listener with strong communication skills; foster transparency and trust through cultivating and sustaining relationships; and use multiple variables including data, historical context, and evidence-based practices to make strategic recommendations and informed decisions. 

 

Breakdown of Responsibilities: 

35% - Financial Operations and Services   

  • Develops a financial planning model consistent with strategic initiatives; plans, directs, and implements the financial operation of the college budget 
  • Administers and oversees budget spending and financial policies and procedures with emphasis on a strong stewardship of funds; provides oversight of fiscal operations of the college, and the evaluation, forecasting, and reporting on all funds including operational, capital, and auxiliary; oversees contracts for auxiliary and financial services 
  • Provides financial reporting to the President’s Council; leads the College Budget Committee  
  • Maintains a central repository for all historic, current, and proposed financial information to support effective financial communications for internal, regulatory, accreditation, and other purposes; ensures compliance with regulatory agencies and Maricopa County Community Colleges District policies and procedures  
  • Provides operational excellence through change management and continuous improvement strategies; provides leadership and strategy in the development and implementation of a long term operational, facilities, and capital financial plan 

 

35% - Collaborative Leadership 

  • Fosters communication and collaboration with faculty and staff across the college and District 
  • Using a shared governance model, develops operational processes and procedures that support integrated and strategic planning  
  • Develops, supports and maintains effective relationships with community partners; represents college interests within the Maricopa Community Colleges District councils and committees 
  • Acts as an advisor to the College community; inspires a diverse group of employees through mentoring, professional development, and coaching 
  • Engages and actively participates in Higher Learning Commission (HLC) processes 
  • Integrates student centered principles in decision making and actions 
  • Performs other duties as assigned by the President 

 

30% - Operations and Facilities 

  • Provides senior-level leadership and direction to support the college's mission and goals 
  • Provides leadership, oversight, and general direction for the college's Administrative Services functions including Auxiliary Services, Business Services, Information Technology, Facilities Planning and Management, Human Resources, and Campus Police; hires, directs, and evaluates management and professional staff  
  • Provides leadership and oversight for the development and implementation of safety, security and emergency management plans 
  • Serves as a college representative in working with vendor agencies 
  • Directs the development and implementation of the College's long-term facilities master plan and deferred maintenance plan; applies best practices to ensure facilities support student learning and success 
  • Provides leadership for the development of the physical environment on campus, including the development of long-range master plans for all campuses, the development and completion of construction and capital improvement projects, OSHA, and facility sustainability. 

 

 

Minimum Qualifications:  

  • Master’s Degree from a regionally accredited institution in business, finance, accounting, or related field. 
  • Four years of progressively responsible management and/or leadership experience in a related field that includes two years of supervisory experience.

Preferred Qualifications:  

  • Five or more year's experience leading in a large complex organizational environment. 
  • Executive-level experience in Finance and at least one other area of the position’s possible portfolio. 
  • An exceptional communicator who models open, transparent and inclusive communication practices, and actively solicits and integrates diverse perspectives from a broad spectrum of stakeholders. 
  • Experience developing operational processes and procedures that support integrated and strategic planning and organizational efficiency and effectiveness. 
  • Experience leading positive change management and cultivating and sustaining key partnerships with diverse stakeholders. 
  • Demonstrated expertise in analyzing quantitative and qualitative data for decision-making, forecasting, institutional planning, and allocating resources.   
  • Demonstrated experience empowering and optimizing the effectiveness of experienced teams.
