About the role:  

As the Director of Procurement at Florida State University, you'll step into a senior leadership role with responsibility for managing and overseeing Procurement Services staff. Your main focus will be on ensuring smooth operations and compliance with procurement activities, as delegated by the Board of Governors and aligned with university regulations. You'll play a crucial role in developing and implementing strategic objectives for procurement services, collaborating on policy and procedure development to enhance transaction efficiency, and acting as the primary liaison for campus customer collaborations. You will engage in consultative relationships with departments to understand their unique procurement needs, develop tailored sourcing plans and strategies, and ensure they align with organizational goals.  

 

How you will spend your time: 

  • Serving as Deputy Chief Procurement Officer with oversight of procurement activities.  
  • Serving as primary liaison for collaborative efforts with campus customers and acting in a consultative role with departments by determining how Procurement Services can assist in achieving end goals through understanding of their unique procurement needs, developing sourcing plans, and strategizing to best meet those needs.   
  • Supervising, leading, mentoring, and assisting a team of Strategic Category Managers and Procurement Specialists in sourcing events, developing contracts and agreements that leverage annual procurement requirements and provide optimal value to the University, as well as providing training and direction to improve their skills.   
  • Implementing adequate controls and ensuring that substantiating documentation is approved and available for internal and external audits.  
  • Developing and maintaining systems of internal controls to safeguard financial assets of assigned functional units and working closely with Legal to ensure effective contracting processes and templates are implemented as appropriate to mitigate risk.   
  • Serving in a coordinator capacity for Shared Initiatives for the State University System (SUS) and as a central point of contact, championing the strategic procurement of goods and services for SUS-wide development and collaborative use.   

 

Qualifications:  

  • Bachelor’s degree and seven (7) years of related experience in procurement, contracts, financial and/or legal services, or a Master’s degree and five (5) years of related experience in procurement, contracts, financial and/or legal services. 
  • Two years of experience must be in a supervisory role. 
  • Experience with various aspects of procurement including sourcing of new suppliers, both invitation to negotiate (ITN) and invitation to bid (ITB) processes, creation of various purchasing requests (PO requisitions, change orders, confirming orders, etc.), and knowledge of contract administration. 
  • Ability to implement controls and ensure proper documentation to comply with existing policies and meet the needs of internal/external audits. 
  • Ability to work in a detail-oriented environment while prioritizing and multitasking based on need. 
  • Experience in a consultant/liaison role to explain policy to stakeholders and provide resources to internal and external partners.
