About this role:
This is an opportunity to lead Cal State LA's Office of Civil Rights and Title IX at an important point in its evolution. The position is being recruited as the Executive Director of Civil Rights and Title IX, reflecting the scope, visibility, and institutional importance of the work.
Serving as Cal State LA's Title IX Coordinator and DHR Administrator, the Executive Director is the University's senior administrator responsible for implementing the CSU Nondiscrimination Policy and coordinating compliance with applicable federal and state civil rights laws and regulations. The role works under the general direction of Human Resources Management while also maintaining reporting relationships with the University President and CSU Associate Vice Chancellor for Civil Rights.
The Executive Director will provide leadership across the full continuum of civil rights and Title IX work—from intake, supportive measures, investigations, and resolutions to prevention, education, compliance monitoring, systemic risk identification, and institutional strategy.
Beyond managing individual matters, this leader will shape the strategic direction of the office, strengthen prevention and education efforts, develop a talented team, and advise senior University and CSU leadership on complex, sensitive, and high-risk civil rights matters.
The Executive Director directly oversees a Senior Investigator, Investigator, and Prevention, Education, and Compliance Manager.
Scope & Impact
- Serve as the University's Title IX Coordinator and DHR Administrator, with executive authority for implementation of the CSU Nondiscrimination Policy.
- Direct, oversee, and monitor reports, complaints, investigations, supportive measures, informal resolutions, investigative reports, appeals, and coordination of disciplinary actions involving discrimination, harassment, retaliation, sexual misconduct, sexual exploitation, dating violence, domestic violence, and stalking.
- Provide executive consultation to the President, Cabinet, Human Resources Management, Academic Affairs, Student Affairs, Athletics, Housing, University Police, and CSU Chancellor's Office on complex and high-risk civil rights matters.
- Lead the Office of Civil Rights and Title IX, establishing strategic priorities, allocating resources and workload, overseeing investigations, and reviewing investigative reports for quality, completeness, and legal sufficiency.
- Recommend appropriate corrective and remedial actions and ensure consistent, timely, impartial, and legally compliant administration of complaints.
- Provide executive oversight of campus prevention programming, outreach, education, institutional compliance reviews, policy implementation, climate assessments, annual reporting, and Athletics Title IX compliance.
- Analyze case data, trends, patterns, and systemic concerns to identify institutional risks and opportunities for corrective or remedial action.
- Evaluate program effectiveness, establish priorities, and ensure prevention, education, and compliance efforts align with CSU policy and applicable federal and state requirements.
- Direct, coach, and evaluate the Senior Investigator, Investigator, and Prevention, Education, and Compliance Manager while establishing office priorities and managing workload.
- Oversee departmental goals, budgeting, resource allocation, performance management, and day-to-day office operations.
- Represent Cal State LA before the CSU Chancellor's Office, U.S. Department of Education Office for Civil Rights (OCR), California Civil Rights Department (CRD), EEOC, law enforcement agencies, hearing officers, arbitrators, mediators, and community organizations.
- Participate in executive committees, CSU systemwide initiatives, and other strategic efforts related to civil rights, nondiscrimination, and Title IX.
Qualifications
- Master's degree, J.D., or another advanced or graduate degree.
- Five or more years of progressively responsible experience in civil rights and/or Title IX compliance.
- Demonstrated knowledge of Title IX within a higher education environment.
- Experience conducting and/or overseeing outreach and intake processes and providing appropriate supportive measures.
- Experience overseeing or conducting investigations, gathering and analyzing evidence and data, applying sound judgment, and reaching well-supported conclusions.
- Demonstrated ability to review investigative work, identify evidentiary gaps, and support thorough, impartial, and legally sufficient investigations and resolutions.
- Demonstrated ability to interpret and apply laws, regulations, standards, policies, and procedures.
- Knowledge of civil rights and compliance frameworks, including Title VI, Title VII, Title IX, VAWA, the Clery Act, ADA, Section 504, FEHA, and related federal and state requirements.
- Experience supporting or overseeing the development and delivery of effective prevention, education, outreach, and training programs.
- Ability to provide thoughtful executive leadership and guidance on sensitive, complex, and high-risk civil rights matters.
- Strong interpersonal, written, and verbal communication skills with the ability to communicate effectively with individuals at all levels of a complex university environment.
- Demonstrated ability to establish and maintain collaborative relationships with University leadership, faculty, staff, students, and campus partners.
- Ability and interest in working in a multicultural and multiethnic environment and the judgment to act decisively in stressful situations.
Highly Desirable/Preferred
- Eight or more years of progressively responsible civil rights and Title IX compliance experience, including supervisory or management experience.
- Experience serving as a Title IX Coordinator, DHR Administrator, or equivalent within higher education.
- Experience supervising investigators and other civil rights professionals and reviewing investigations for quality and legal sufficiency.
- Experience advising senior executives on complex, sensitive, and high-risk civil rights matters.
- Experience identifying systemic issues through case trends, compliance reviews, climate assessments, or other institutional data.
- Experience overseeing prevention, education, outreach, and institutional compliance programs.
- Experience as a Deputy Title IX Coordinator and/or Deputy DHR Administrator within the California State University system is particularly valuable.
Compensation & Benefits
The anticipated salary range for this position is $170,000–$175,000 annually. Relocation packages are available.
